Notice "Special Authorization to Stay" for Non-resident Students (Application during Specific Period)

To all Foreign Undergraduate Continuing Students,
According to relevant regulations of the Macao Residence and Stay Affairs Department, non-resident students enrolled in higher education programs at Macao higher education institutions must complete the application/renewal procedure of the “Special Authorization to Stay” within the limit of stay to legally stay in Macao for study.
According to the latest arrangement of the Macao Public Security Police Force, all non-resident students applying for "Special Authorization to Stay" (including new application, change of course, change of course duration) should make an online appointment in advance. The appointment period starts from August 25 to November 30, 2025 (working day) and September 27(Saturday), 2025.
Application procedures:
1. Submit online application:
Within the validity period of the “Authorization to Stay” issued upon entering the Macao SAR, non-resident students can apply for the “Special Authorization to Stay” through the Integrated Online System for Special Authorization to Stay for Non-resident Students (https://www.fsm.gov.mo/psp/stdapp/info.aspx) or scan the QR code below. An “Application QR Code” will be received upon application.
2. Schedule your appointment:
After submitting your application through the Integrated Online System for Special Authorization to Stay for Non-resident Students mentioned above, you can book your appointment using the Online Appointment System of the Public Security Police Force/Corpo de Polícia de Segurança Pública (hereinafter as CPSP) (https://www.fsm.gov.mo/psp/WebReserveSystem/std/std.aspx). You can only book appointment dates for the next TWO months.
If you are unable to personally attend your scheduled appointment, please inquire/change/cancel your appointment through the said CPSP online system (https://www.fsm.gov.mo/psp/WebReserveSystem/std/login.aspx) or scan the QR code below.
3. Documents required
3.1 QR code screenshot of application；
3.2 Original document：
Students from Mainland China –a valid "P.R.C. Permit for Travelling to and from Hong Kong and Macao" and "Type D–Stay" endorsement；
Students from other countries / regions–a valid passport / travel document；
3.3 A recent 1.5-inch, full-face, no-hat, white-background, colored or black-and-white photo of the interested person is required if the photo has not been uploaded in the above system.
4. Apply in person：
Visit the ground floor of the Immigration Building, CPSP, Pac On, Taipa in person at the scheduled time, and follow these steps to complete the application procedures:
Present your identity document to reception staff, then collect an N-type ticket;
Show your identity document, ticket number and “Application QR Code” to staff at the fingerprint room. They will take your fingerprints and photos;
Wait in the “Student Waiting Area” in the reception hall for further directions. When called, proceed to the assigned counter at the Stay Subdivision to complete your procedures;
Collect your “Application Receipt” and other documents.
5. Receive your results：
Before the date shown on your Application Receipt, your application result will be available on the CPSP’s website (https://www.fsm.gov.mo/psp/SMGQuerySystem/std.aspx). After your application is approved and before the date shown, bring the identity documents you used for your application to collect your “Slip of Special Authorization to Stay” and “Approval Notification” in person at the CPSP self-service kiosks or staffed counters.
